군산에는 미군 공군부대가 주둔해 있다.  서울 쪽 미군 병사들의 좋지 않은 범죄 이야기가 들리기도 하고, 케케묵은 소파 규정이나 최근 드러난 환경문제 등 복잡하고 풀기 어려운 이슈가 있는 것도 사실이다.  하지만 분명 그들도 군산의 일부이며 우리와 함께 살아가고 있는, 대한민국 일등 동맹국의 군인들이다.  군산 미 공군 부대의 약 3천 명 정도 되는 대군을 이끌고 있는 스캇 플로이스 단장을 만나 부대와 군산, 그리고 그의 인생에 대해 들어봤다. 

맥군_ 우선 본인 소개를 부탁드리겠습니다. 

제 이름은 스캇 플로이스 입니다.  21년간 공군에 복무하고 있고 군산 기지는 두 번째 오게 되었습니다.  1996년에 군산에서 근무했었는데, 2011년에 울프팩의 단장으로 다시 오게 되 영광스럽게 생각합니다.  저는 평생을 F-16 조종사로 일해 왔으며, 약 2,000시간 이상 F-16 비행을 해왔습니다.  가족으로 부인과 세 명의 자녀를 두고 있습니다.  

Maggun_ Please introduce yourself.

My name is Scott Pleus. I’ve been in the Air Force for 21 years and this is my second time to Kunsan Air Base. I was stationed here back in 1996 and was given the privilege to come back and lead the Wolf Pack in 2011. I’ve been an F-16 pilot my entire career. I have over 2,000 hours flying the F-16. I have a family; a wife and three children.  

맥군_ 이번이 군산기지에 두 번째 오신 거라고 하셨는데 보통 얼마나 이곳에 머무르십니까? 

군산 기지에 근무하는 모든 공군 장병들은 일 년간 근무를 하게 됩니다.  만약 오산기지와 같은 다른 기지에서 근무한다면 2년 동안 근무할 수도 있습니다.

Maggun_ This is your second time at Kunsan Air Base. How long do you usually stay here?

All of the Airmen here at Kunsan Air Base are here for one year assignments. If you go to different bases, like Osan Air Base, Airmen can stay for two year assignments. 

맥군_ 왜 군산기지에는 일 년 동안만 근무하는 것입니까? 

우리는 가족들이 필요로 하고, 가족들을 수용할 만한 충분한 시설들을 갖추고 있지 않습니다.  가령, 주택, 병원, 의료시설, 부대 내 식당들, 또는 학교들이 군산 기지 내에는 갖춰져 있지 않습니다.

Maggun_ Why is it only a one year assignment at Kunsan Air Base? 

We don’t have large enough facilities including: housing, hospitals, medical treatment centers, commissary or any schools at Kunsan. Those are all things bringing our families would require. 

맥군_ 군산 기지에 오시기 전에 어디서 근무하셨습니까? 

저는 알라스카 앵커리지에 있는 제 611 항공 작전 센터의 사령관으로 근무했습니다.   알라스카에서 우리의 임무는 대한민국 공군들이 맡고 있는 임무와 많이 유사했습니다.  우리나라를 보호하기 위해 경계경보 항공기를 운용했습니다.  제 611 항공 작전 센터는  어떠한 종류의  항공 위협으로부터 알라스카 해안지역을 보호하는 임무를 맡고 있습니다.

Maggun_ Before you came here, where were you stationed? 

I was in Anchorage, Alaska. I was the commander of 611th Air Operations Center. Our job in Alaska is a lot like one of the responsibilities of the Korean Air Force.  We provided alert aircraft to protect our country. The 611th is responsible for protecting the Alaskan coast against any sort of airborne threat. 

맥군_ 군산시와 한국이라는 나라에 대해 어떻게 생각하십니까? 

저는 군산시와 한국을 매우 사랑합니다.  1996년 처음 근무하기 이전에 한국을 와 본적이 없었습니다.  그 후로 여러 차례 훈련이나 회의참석차 한국을 여러 번 방문할 기회가 있었는데, 그때마다 한국이라는 나라의 매력에 빠지게 되는 것 같습니다.

Maggun_ How do you like Gunsan City and Korea? 

I love it. Absolutely love it. I had never been to Korea before. I was excited when I came here in 1996.  Throughout the years I have had opportunities to come to Korea for exercises and some meetings. And every time I come back, I fall more in love with this country. 

맥군_ 이번에는 어떠세요?  한국에 자원해서 오신 겁니까?

저희 배치 제도는 자원 제도가 아닙니다.  그러나 제가 말씀드리고 싶은 것은 군산기지가 제가 제일 원하던 곳이었다라고 할 수 있습니다.  군산기지 역사에 한 부분으로 남을 수 있는 기회였고, 미 공군 F-16 조종사로서는 매우 중요한 의미를 차지합니다. 단순히 한국에 돌아오는 것뿐만 아니라 군산기지에 비행단장으로서 돌아오게 된 것은 최고의 일이였다고 자부합니다.

​Maggun_ What about this time?  Did you volunteer to come here?

Our assignment system is not a volunteer assignment system. However, I can tell you coming to Kunsan Air Base was my number one choice. It is an opportunity to be a part of the history here at Kunsan and it is a big deal, in the F-16 community in our Air Force, to be part of the Wolf Pack. The opportunity, not just to come back to Korea, but to come to Kunsan and be the Wing Commander is absolutely the best thing in the world. 

맥군_ 아직도 비행을 하십니까? 

네, 일주일에 두 번 정도는 비행을 합니다.

Maggun_ Do you still fly? 

I do.  I usually fly twice a week. 

맥군_ 단장님은 군산 기지 전체 사령관이신데, 여전히 비행을 하십니까? 

물론입니다.  저에게는 부단장이 있는데, 제가 비행을 하는 동안 부단장이 부대 전체를 책임지고 있습니다.  제가 비행하는 동안, 제 대신 회의에도 참석하고, 부대 모든 일들을 관리하게 되는 것입니다.  제가 착륙하자마자, 다시 제가 부대 전체를 책임지게 되는 것입니다. 

​Maggun_ You are a commander of this whole base, and you still fly? 

I sure do.  I have a vice commander, who is responsible for the base while I’m flying. When I fly, he takes all my meetings.  He is in control of the base. As soon as I land, I have the control of the base again. 

맥군_ 그렇다면 비행을 매우 즐기신다는 뜻입니까?  

저는 비행을 무척 좋아합니다.  저는 14살 이후로 비행기를 조종했습니다.  미국에서는 14살부터, 자가용 조종사 자격증을 취득할 수 있습니다.

Maggun_That means you really enjoy flying, right? 

I love flying. I’ve been flying airplanes since I was 14 years old. In the United States, you can begin to get your private pilot license when you are 14. 

맥군_ 그렇다면 비행기를 조종하는 것이 단장님 삶에서 궁극적 목표와 꿈이라고 봐도 될까요?   

그렇습니다.  제 아버지와 제 조부님 모두 조종사였습니다.  저의 어머니가 저에게 말해주시길, 제가 태어난 지 이틀째 되는 날 저희 아버지가 저를 태우고 비행을 하셨다고 합니다.  저는 평생을 비행해왔다고 말할 수 있습니다.  21년째 계속해서 미 공군 비행기를 조종할 수 있는 것은 마치 제 꿈이 실현된 것이라고 할 수 있습니다.  비행은 진정 제 일생의 한 부분이라고 할 수 있습니다.  저에게 있어 비행이란, 마치 집에 있는 것과 같은 편안함을 주는 것이라 할 수 있습니다.

Maggun_ So flying airplanes was your ultimate dream in your whole life. 

It has been. My father was a pilot, my grandfather was a pilot. My mother told me that I flew when I was two days old with my father. I have been flying my entire life. So an opportunity to continue to fly in the Air Force now for 21 years is absolutely a dream come true.  Flying is really part of my life. To me, flying, makes me feel at home because I feel really comfortable when I fly. 

맥군_ 일단 이륙하시면 , 비행시간은 어느 정도입니까? 

이륙에서부터 착륙까지 1시간 15분정도입니다.  F-16이 그 시간 분량만큼의 연료를 보유할 수 있습니다.

Maggun_ Once you take off, how long do you fly? 

I fly for about an hour and 15 minutes, from take-off to landing. That is about how much gas the F-16 carries.   

맥군_ 군산 시내에도 나가시는 지요, 얼마나 자주 가시는 편입니까?   

물론입니다.  아마도 일주일에 두세 번은 가는 편입니다. 비행단장의 자리에서 하는 많은 일들 중 하나는 군산시 관계자분들과 교류하는 것입니다.   군산 시장님, 군산시, 한국 경찰, 대학, 의료진 관계자분들과 교류하고 있습니다.  제가 군산시에 나가는 일들이 종종 있는데, 주로 회의를 하거나, 저녁식사를 하기 위해 나가곤 합니다.  마찬가지로, 저희가 그 분들을 군산 기지로 초청하기도 합니다.  그 분들을 모시고, 군산 기지를 접할 수 있는 기회를 마련하기도 합니다.  지난 1996년 근무했을 당시에는 군산시내에 나가질 못했습니다.  택시나 버스 서비스가 제대로 갖춰져 있질 않았었습니다.  그 당시 군산시는 우리 공군 장병들이 갈만한 레스토랑이나 커피숍, 가게들이 많이 있지 않았습니다.  요즘엔 우리 공군 장병들이 손쉽게 군산 시내로 갈 수 있는 방법들이 있고, 갈 수 있는 레스토랑이나 커피숍, 쇼핑센터들이 많이 생겼습니다.

​Maggun_ Do you go to Gunsan City and how often?  

I sure do. I probably go downtown at least two or three times a week. You know a lot of things that I get to do in the position as Wing Commander.  I get to interact with Gunsan City leadership. I interact with the mayor, city officials, the Korean National Police, universities, the head of medical center and many other people.  I get chances to go downtown quite a bit. Sometimes it is just for a meeting, other times it is for a dinner. Likewise, sometimes we host officials here on the base. We have them come out and get a chance to experience what Kunsan Air Base is all about.  I also spend a lot of time downtown, and I can tell you that in 1996 when I was stationed at Kunsan we did not go downtown.  There was not really a taxi cab service and there were no buses. Gunsan City at the time did not have a lot of restaurants, coffee shops and the stores for Airmen to go to. Today, there are services to get Airmen downtown and there are restaurants, coffee shops and shopping centers for us to visit.  

맥군_ 지난번 여기 오셔서 근무했을때가 15년 전인가요?  그동안 많은 것들이 변화하지 않았나요?

물론입니다.  너무나 많은 것들이 변했습니다.  군산시가 얼마나 많은 발전을 이루었는가를 생각했을 때 정말 놀라운 일이라 할 수 있습니다.  그 당시에는 많은 것들이 존재하지 않았습니다.  군산시는 많은 발전을 이뤄냈습니다.  많은 가게들, 상점들, 번창해가는 기업체들이 군산시에 존재하고 있습니다.  그러한 발전으로 인해 군산시와 군산 기지가 더욱 하나가 되는 계기를 마련한 것 같습니다.  

Maggun_ It was about 15 years ago when you were last here.  A lot of things changed, right?

Absolutely, a lot of things have changed. When you think of how much the city has grown, how Gunsan City and Kunsan Air Base used to be.  It is amazing. There was nothing, and then there was Kunsan Air Base. Gunsan City has really grown.  Gunsan City has a lot of shops, Gunsan City has a lot of stores and Gunsan City has a lot of growing businesses. I think the change has brought the base and the city together.   

맥군_ 어떤 한국 음식을 좋아하십니까? 

불고기를 무척 좋아합니다.  하지만 다양한 한국음식을 접할 기회가 있었고, 그때마다 음식 하나하나가 모두 좋았습니다.  수라상에서 식사를 한 적이 있습니다,  불고기에서부터 다양한 한국음식들을 즐길 수 있었습니다.   대형마트 같은 곳에서 음식들을 사기도 합니다.  그밖에 뭐든지, 한국음식은 먹어보면 모두 좋아하게 됩니다.  저는 한국음식을 무척 좋아합니다.

Maggun_ Do you have any favorite Korean food? 

I love Bulgogi.  However, I have had the opportunity to try a lot of Korean food and there is not a single thing that I don’t like about Korean food. I’ve eaten everything from the King’s Dinner, all the way to Bulgogi and other local favorites. I also buy things that are already made at  supermarket. You name it, I’ve eaten it and I like it. I love Korean food. 

맥군_ 군산 기지 내에서 거주하고 계십니까? 

군산 기지에 있는 모든 장병들처럼 군산 기지 내에서 살고 있습니다.  우리 모두는 기지 내에서 거주해야합니다.

Maggun_ Do you live on base? 

I live on base like all the Airmen here at Kunsan Air Base. Everybody at Kunsan is required to live on base.  

맥군_ 군산 기지의 규모가 얼마나 됩니까?  계속 커지고 있나요?  대략 몇 명 정도가 부대 안에서 생활하고 있는지 간략하게 말씀해 주실 수 있나요?

약 2,900 명의 미 공군 장병들과, 100여명의 육군, 그리고 일정 수의 민간인들이 생활하고 있습니다.  그 민간인들은 한국인들도 있고 미국인들도 있습니다.  대략 총 3,300명 정도가 부대 안에서 생활하고 있다고 할 수 있습니다.  현재 부대 내 건물들이 확장되고 있다고 생각하실 수 있는데, 군산 기지의 실제 크기나 너비 등은  1976년 이래로 변함이 없습니다.  전혀 변하지 않았습니다.  이곳에 주둔하는 인원수도 전혀 늘어나지 않았습니다.  이곳의 미 공군 장병 수는 지속적으로 같은 수를 유지해 오고 있습니다.  눈에 띄는 것은 아마도 새로운 고층 건물들이라 할 수 있습니다.  저희 공군 장병들이 거주하는 기숙사라고 부르는 작은 규모의 아파트인 고층 건물들입니다.  에너지 면에서 효율적인 건물들이라 할 수 있습니다. 

Maggun_ How big is the base?  Is it getting bigger?  Can you briefly tell us about how many people live here? 

We have about 2,900 Air Force, about 100 Army and then we have civilian population that works here.  Some are Koreans and some are American civilians. All together there are about 3,300 people on the base.  Now while you have probably seen some growth in the buildings, the size of Kunsan Air Base, the actual square acres and the amount of land in the fence line has not changed since 1976.  It’s not changed at all.  The amount of people stationed here has not expanded either.  The number of Airmen has been very constant over the years. What you are seeing right now is new high-rise buildings, and we call them dormitories. The high-rises are like small studio apartments that our Airmen live in. They are much more energy efficient.  

맥군_ 이전에 아파치 헬리콥터들이 온다는 계획이 있지 않았습니까?  

몇 년 전에 군산기지에 아파치 헬리콥터들을 주둔시키려는 움직임이 있었지만 성사되지는 못했습니다.  그 당시에 제가 이곳에 있지 않았기 때문에 왜 성사되지 못했는가에 대해서는 잘 모르겠습니다.  제가 오기 이전에 내려진 결정입니다.  왜 실행되지 못했는가에 대해서는 잘 모르지만, 어느 곳에 그 헬기들과 군인들을 배치하려고 검토하고 있었던 때는 알고 있습니다.  필수적으로 요구되는 사항들은 군산 기지 내에서 변함이 없었습니다.  군산 기지 자체 규모는 커지질 않았습니다. 

Maggun_ Didn’t you have a plan to have Apaches at Kunsan? 

A few years ago, there was a move for some apache helicopters to be stationed at Kunsan Air Base. That never happened.  I don’t know why that did not happen because I wasn’t here when the decision was made. That was before I got here in May.  I don’t know why but I do know when they were originally looking at where they were going to put those airplanes and all the new soldiers.  The requirement was to stay still inside of the fence line of Kunsan Air Base.  The base itself was not going to get any bigger.        

맥군_ 3마일 출입제한이 해제됐습니다. 그 의의는 무엇인가요? 

여러 해 동안 3마일 출입 제한 규정이 군산 기지 주변에서 시행되었습니다.  저희 지휘관들은 공군 장병들이 3마일 내 가게나 식당을 이용하지 못하도록 했었습니다.  대부분 군 보호차원에서 이루어진 것이었습니다.  이전 비행단장님이셨던 돌란 준장님께서 군산 시장님, 주한미군과 협력해 이뤄낸 값진 결과가 바로 3마일 출입제한을 해제시킨 것입니다.   제 생각에 그 결정은 매우 중요한 것이었다고 생각합니다.   저는 현재 우리가 그 어느 때보다도 더 결속된 동맹관계를 유지하고 있다고 믿습니다.  또한 기지 밖 주변을 개발할 수 있는 다양한 사업들이 생겨날 것으로 생각합니다.  이는 우리 모두에게 좋은 것입니다.  군산시민들에게는 좋은 사업을 할 수 있는 기회를 갖을 수 있어서 좋고, 저희 공군 장병들은 한국 문화를 경험할 기회를 가질 수 있어서 좋은 것입니다.   이는 또한 한국에 오는 모든 사람들에게 한국이라는 나라를 경험해 볼 수 있는 정말 좋은 일이라 여깁니다.  한국은 정말 아름다운 곳입니다.            

Maggun_ The three mile restriction has been lifted recently.  What is the significance of that? 

For many years a three mile restriction had been placed around outside Kunsan Air Base. Leadership did not allow Airmen to stop and visit any of the stores or the restaurants in that three-mile area. That was mostly done for the Force Protection. The previous Wing Commander, Brigadier General Dolan, worked with Mayor Moon very closely and U.S. Forces Korea and the result was that the ban was lifted. I think that decision was great. I feel that we are a much tighter alliance today than we have ever had. I also think you are going to have a lot of businesses that are going to start developing right outside the base.  That’s good both ways. It’s good for the Koreans of Gunsan City because they have an opportunity to get some good business and it’s good for our Airmen because they have an opportunity to experience Korean cultures. I think it’s absolutely important for everybody to come to Korea see what the country has to offer. Korea is absolutely beautiful. 

맥군_ 군산 기지에 있는 장병들이 좀 더 편안함을 느끼고 잘 지내기 위한 규정이나 정책 등이 있는지 궁금합니다.

저희는 군산시와 협력해 많은 일을 하며, 공군 장병들이 군산시를 접할 수 있는 기회를 만들고, 대한민국을 경험할 수 있는 기회를 만들고 있습니다.  여러 사찰로 여행을 떠나거나, 하이킹 등을 하며 한국을 경험하기 위한 것입니다.  규정이라고 한다면 저희 공군장병들이 기지 밖으로 나가 좀 더 많은 것들을 경험하도록 하는 것입니다.
Maggun_ Do you have any policy or regulation to make your Airmen feel more comfortable and live well at Kunsan Air Base?

We do a lot of work with Gunsan City in order to ensure Airmen have chances to go downtown, to go around the country, take trips to some of the temples, go hiking and just see Korea. The policy we set here is one that encourages our people to get off the base. 

맥군_ 만약의 사건 사고에 대해 염려하시는 부분은 없으신가요? 

걱정하는 점은 없습니다.  그 이유는 군산시민 여러분들과 우리는 좋은 관계를 유지하고 있기 때문입니다.  저희는 모두에게 옳은 일을 하고자 노력하고 있습니다.  저는 저희 장병들이 기지 내에 있을 때나 기지 밖에 있을 때나 항상 그들이 미국을 대표하는 대사역할을 하고 있음을 잊지 않도록 합니다.  저는 항상 그들이 그렇게 행동하리라는 것을 믿고 있습니다.  만약 잘못된 일을 한다면, 제가 해결할 것입니다.   

​Maggun_ Aren’t you worried just in case of any kind of incident or accident? 

I’m not worried. The reason I’m not worried is we have a great relationship with the people of Gunsan City. We all are striving to do what is right for everybody. I make sure that my Airmen understand, whether they are on the base or off the base, that they are ambassadors for the United States. I expect them to act that way all the time. If they do something wrong, I’ll take care of it.   

맥군_ 대한민국과 미국, 군산시와 미 공군 제 8 전투비행단과의 관계에 대해 한 말씀 부탁드립니다.  

제 생각엔 그 어느 때보다도 돈독한 관계를 유지하고 있다고 생각합니다.  한미 양국의 우정과 동맹관계는 굳건합니다.  우리는 하나의 팀으로 지금껏 그 어느 때보다 더욱 굳건한 동맹관계를 유지하고 있습니다.  대한민국 수호라는 공익을 위해 함께 협력해 나가는 우리의 능력과 관련이 있다고 볼 수 있습니다.  군산시와의 관계는 이보다 더 좋을 수 없을 만큼 만족스럽습니다.  군산시 관계자분들과 지속적으로 탄탄한 유대관계를 맺어오고 있습니다.  우리는 여러분의 나라에서 진정으로 환영받고, 마치 가족처럼 대해주시는 것을 잘 알고 있습니다.    

Maggun_ What is your opinion on the relationship between the United States and the South Korea also Gunsan City and 8th Fighter Wing? 

I think it’s better than it’s ever been. The relationship and alliance we have between the United States of American and the South Korean government is very strong. I think we are much more aligned as a team than we’ve been in our entire history. I think that has to do with our ability to work together for common good, and that is the defense of the South Korea.  I think as far as Gunsan City is concerned, I don’t think it could be better. The relationship we have right now with all of the leaders downtown is truly amazing.  We truly feel we are welcomed guests in your country and we know that we are treated like family when we go downtown.  

맥군_ 주말이나 여가시간에는 주로 무엇을 하십니까?

군산 기지에 관해서 한 가지 말하자면, 언제나일을 해야 한다는 것입니다.  그렇지만 잠시 업무를 벗어나 휴식을 취할 기회를 가지려고도 합니다.  저는 달리기를 좋아해서 많이 하는 편이고 체력관리를 하려고 노력합니다.  F-16을 조종하는 것은 신체적으로 힘든 일이기도 합니다.  따라서 체력관리가 필수적입니다.  그래서 저는 운동을 많이 합니다.  그리고 저는 기지 밖에서 달리기 하는 것도 좋아합니다.  은파에 가면 달리기하기에 좋은 장소들이 있는데 그곳에서 조깅을 하곤 합니다.  시간 나는 대로 주말엔 은파에서 조깅을 하려고 합니다.   그 이외 다른 종류의 운동을 하는 것은 없습니다.  골프를 가끔 치긴 하는데 잘 하지는 못합니다.  저는 요리하는 것을 좋아합니다.  집에서 요리를 하며 시간을 보내기도 합니다.  파스타를 제일 자신있게 만듭니다.  가장 쉽기 때문이지요.

Maggun_ What do you do on weekends or in your free time?

One of the things about Kunsan is that we work all the time. But I do get a chance to get away. I really like running. So I do a lot of that. We try to stay fit at Kunsan. Also, flying F-16 is a very physically demanding job. You have to be in good shape. So I exercise a lot to stay fit.  I also like running because it gets me out off the base. I go downtown to Eunpa Park and I run around the running trails out there. I do that usually every weekend if I can.  I’ve not gotten involved in any other sports.  I do play golf, but I’m not very good.  The other thing is I like to cook. I spend a little bit of time cooking in my house.  I think I’m good at making pastas.

맥군_ 인터뷰를 마치면서, 군산 시민 여러분들께 해주실 말씀이 있으신가요? 

제가 드리고 싶은 말씀은 감사드린다는 것입니다.   여러분이 보내주신 환대와 저희가 이렇게 이 자리에 있게 해주신 데에 감사드립니다.  더욱 중요한 것은,  저희가 머무르는 동안  친절히 대해주시고 배려해주시는 점 깊이 감사드립니다.  우리는 일 년 동안 가족과 떨어져 지내지만 한국이라는 가족의 일원으로 생각하고 있습니다.  다시 돌아와 근무하게 된 것을 영예롭게 생각합니다.

Maggun_ Do you have any more to say to Gunsan citizens? 

What I would like to say is thank you. Thank you for your hospitality and thank you for what you do to allow us to be here. Most importantly, thank you for taking care of us while we are here.  We are away from our families for a whole year, but we definitely feel like we are part of the Korean family. It is truly honor for to be back.
